The top priorities of the target program “Scientific Space Researches” are the exploration of the Earth’s surface and the near-Earth environment, astrophysical ground-space projects, studies on the space biology, zero-gravity physics. Specifically, provision is made to investigate the space system for monitoring the “space weather”, to look into the problems of “space debris” and the asteroid risks, to study the Moon, small celestial bodies and solar-system planets.
Program fulfillment in 2003-2004 provided new scientific results on Sun researching, near-Earth space environment and Earth ecosystems, space factor influence on biological and physicochemical processes. GIS, new technologies and perspective research equipment were developed.
Results: 
- concept of scientific research program of solar and geomagnetic activity interaction and their influence on biosphere was elaborated; new data of solar spectrum oscillation were given by Koronas-F; Sun Research Program was developed by National Control and Test Center of Space Systems (NCTCSS);
- basic directions of space and ground development of Earth remote sensing were formulated; scientific applied programs for data processing of Sich-1M and Microsatellite were developed; international GMES Program cooperation was started;
- methods of remote ionosphere probing by means of ground synchronous and satellite measurements of electromagnetic responses on acoustic perturbation were developed; infrasound spectrum changes caused by lithospheric processes were detected; acoustic perturbation influence of Earth ozone layer was analyzed;
- methods and means of receiving of high-quality radar images of space objects were developed; RT-70 was remounted by new receiver-registration complex and ULB radiointerferometry for its utilizing in ground-space radio astronomy, telemetry receiving of deep space missions; experiments of natural and artificial space objects allocation were fulfilled;
- space researches in the frame of Long-Term Program of Joint Russian-Ukrainian Scientific Researches and Technological Experiments on Russian Segment of ISS were developed; corresponding documentation was developed and coordinated with the Russian side; data base (DB) of ISS joint space experiments was organized;
- strategically important space technologies were listed; perspective technologies implementation plan was worked out; prospects of Ukrainian space activity development were analyzed.
