Dnipro lightweight launch vehicle was developed in 1999 on the basis of RS-20 (SS-18 Satan) intercontinental ballistic missile, which are to be eliminated in accordance with Strategic Arms Reduction Treaty. The Treaty permits usage of SS-18 missiles as launch vehicles.
"SDO Yuzhnoye" developed RS-20 heavy intercontinental ballistic missile in 1970's. RS-20 missile is the most powerful heavy missile to be ever developed.
