Bilateral cooperation

Over 2014 the international activities of SSAU were directed to perform the following tasks:
the development of bilateral cooperation in the space sector with the European Union, North and South America, AsiaPacific region, Middle East and Africa, CIS;
enforcement of international obligations of Ukraine in the use and exploration of outer space for peaceful purposes, taken under the international agreements;
taking measures to ensure the European integration of Ukraine in space activities.
In order to fulfill these tasks, the following works have been performed.

The European Union

The Protocol amending the Agreement between Ukraine and the European Space Agency has been signed on cooperation in the peaceful use of outer space, which continued effect of the Agreement (February 14).

SSAU delegation participated in the Third Open Consultations to discuss the Draft International Code of Conduct for Outer Space Activities (May 2630, Luxembourg, Grand Duchy of Luxembourg).
SSAU held consultations with the European Space Agency concerning the possibility of Ukraines participation in the European space projects (October 1314, Paris, France).
In order to promote Ukrainian companies on the European market of space goods and services SSAU delegation took part in the business forum Aero Space Days Europe 2014 (October 1517, Paris, France).

A draft Resolution of the Cabinet of Ministers of Ukraine on Measures for gradual accession of Ukraine to the European Space Agency was elaborated and sent for approval to the Ministry of Foreign Affairs, Ministry of Finance and Ministry of Economy of Ukraine.
A draft Agreement (between the Government of Ukraine and ESA) on European Cooperating State with ESA was elaborated and submitted for approval to the Ministry of Foreign Affairs, Ministry of Finance and Ministry of Economy of Ukraine.
A letter of the Prime Minister of Ukraine on Ukraines intention to conclude an Agreement (between Ukraine and ESA) of European Cooperaitng State with ESA has been drafted and sent for approval to the Ministry of Foreign Affairs, Ministry of Finance and Ministry of Economy of Ukraine.
SSAU expert teams participated in the subcommittee ssessions of the Committee on Cooperation between Ukraine and the EU.

North and South America

SSAU delegation pariticpated in the International Governmental Forum on Space Exploration and Summit of the Heads of Space Agencies (January 713, Washington D.C., USA).
A number of consultations on cooperation extension was held, particularly with the Administrator Charles F. Bolden of the National Administration of Aeronautics and Space Exploration of the USA (NASA) and CEOs of Boeing and Lockheed Martin companies (USA).
The representative of SSAU attended the UkrainianAmerican Aerospace Business Forum (July 911, Washington D.C., USA).
SSAU administration held discussions with the representative of Lockheed Martin company (USA) on the prospects of initiating cooperation between the parties (July 24, Kyiv).
The delegation of SSAU attended the International Astronautical Congress and held a series of consultations on the development of bilateral cooperation in the field of space (September 29 October 3, Toronto, Canada).

SSAU Chairman held a meeting with Director of Mexican Space Agency (October 1, Toronto, Canada) before negotiations at expert level of the space industry of Ukraine and the Mexican Space Agency to identify promising areas of bilateral cooperation in space area (October 68, Mexico City, Mexico).

AsiaPacific Region

Ukrainian proposals of amendments to the of UkrainianChinese Cooperation Program in the field of space for 20112015 have been elaborated and submitted to the Chinese party to be discussed at the meeting of the Joint Working Group.
Cooperation proposals have been forwarded to the Indian party subject to collaboration with Indian Space Research Organization to be discussed during the visit of the SSAU delegation to India.
A meeting with representatives of the Embassy of Japan to Ukraine has been held to discuss prospects for cooperation initiation (August 5, Kyiv).
In course of the International Astronautical Congress SSAU Chairman held a meeting with the Head of Indian Space Research Organization (October 2, Toronto, Canada).

Middle East and Africa

SSAU prepared for signing the Memorandum of Cooperation in the space sector with relevant institutions in the South African Republic and the United Arab Emirates.
The meeting with a delegation from the Israeli Orbit company was held on February 17, in Kyiv.
SSAU representatives participated in the meeting with delegation of the Undersecretariat for Defense Industries of the Ministry of National Defense of Turkey (October 20, Kyiv).
A draft Memorandum of Cooperation subject to collaboration with Turkey on space project implementation was elaborated.

The Commonwealth of Independent States

SSAU experts participated in the working group session on updating existing legal base for multilateral cooperation of CIS countries in the field of space (March 1922, Moscow, Russia).
SSAU officials held a meeting with representatives of the Embassy of Kazakhstan to Ukraine on cooperation perspectives (August 15, Kyiv).
The specified instructions have been issued to the space industry delegation attending the session of the CIS on Space (October 2022, Moscow, Russia).

Over 2013 international activities of the State Space Agency of Ukraine were aimed at extending cooperation with the European Union, North and South America, Asia-Pacific Region, Middle East, the Commonwealth of Inde-pendent States and Africa as well as fulfillment of commitments of Ukraine in the field of exploration and peaceful use of outer space and under the international treaties.

In general, SSAU organized or participated in arrange-ment of about eighty international events including 32 foreign visits.

The European Union

SSAU held Open Consultations on the International Code of Conduct in Outer Space Activities (May 16-17, in Kyiv) within the plan of priority measures for the integra-tion of Ukraine into the European Union in 2013, approved by the Resolution #73 of the Cabinet of Ministers of Ukraine as of February 13, 2013. The event was organized at the initiative of the European External Action Service with support of the United Nations Institute for Disarma-ment research (UNIDIR). The purpose of the event was to discuss the key concepts of the International Code of Conduct in Outer Space Activities through an open dialogue with a wide range of interested countries. The consultations have been attended by more than 60 dele-gations of the UN-Member States.



In 2013, three projects have been launched within the Seventh Framework Program for Research and Techno-logical Development (FP-7) under participation of Ukraini-an research organizations.

The official kick-off of the Twinning project Strength-ening Institutional capacity of the State Space Agency of Ukraine in implementing the European space programs in the field of satellite navigation (EGNOS / Galileo) and remote sensing (GMES) was held in Kyiv (October 14).


The Chairman of SSAU held a meeting with General Directorate officials of the Entrepreneurship and Indus-try of the European Commission devoted to cooperation extension, including the possibility of participation in the European space project COPERNICUS (November 28, Brussels, Belgium).

North and South America

SSAU Chairman Mr. Alekseyev paid a visit to the Unit-ed States of America (October 28-31, Washington D.C., Houston, USA) in order to facilitate Ukraine-USA Space Cooperation. During the visit, the consultations were held with NASA Administrator Charles Bolden and CEOs of leading space related compa-nies in the United States.


The visit led to creation of the Working Group on Develop-ment Ukraine-USA Space Cooperation. The Memorandum of Understanding on Cooper-ation between the Brazilian Space Agency and the State Space Agency of Ukraine in the field of train-ing qualified personnel for the space industry of Brazil has been signed on November 8, 2013 in Brasilia, Brazil.

Asia-Pacific Region

A meeting was held (June 13, Kyiv) with delegation of Korean Aerospace Research Institute (KARI) headed by its President. The Parties discussed prospects of bilater-al cooperation in the space area.





SSAU hosted consultations with delegation of the China National Space Administration (CNSA). The delegation paid visits to numerous space industries of Ukraine (September 10-12, Kyiv Dnipropetrovsk). SSAU Chairman participated in the second session of the Committee on Cooperation between Ukraine and China (September 23-27, Beijing, China).

A meeting with the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine was held in Kyiv on March 29, followed by consultations with delegation of the Japanese Agency for Aerospace Research (JAXA) on November 11, 2013 in order to identify perspective areas of initiating cooperation.





Middle East and Africa

SSAU delegation participated in the Eighth Annual International Ilan Ramon Space Conference (January 27 - February 1, Tel Aviv, Israel).

SSAU Chairman was a member of the official delega-tion accompanying the President of Ukraine during his visit to Turkey (October 9, Ankara, Turkey).

The Commonwealth of Independent States

Representatives of the six CIS countries including Ukrainian delegation and the CIS Executive Committee held a meeting of the state executive powers officials on Space Cooperation (July 9-10, Yevpatoriya). The annual event, held every year since 2010, alternately in the Commonwealth of Independent States was to discuss current issues of multilateral cooperation in the explora-tion and use of outer space within the CIS.


A trilateral meeting of the Heads of space agencies of Ukraine, the Russian Federation and the Republic of Kazakhstan was arranged (July 9, Yevpatoriya). SSAU Chairman took part in the Advisory Meeting of Experts to consider the possibility of drafting CIS Conven-tion on cooperation in the exploration and peaceful use of outer space (October 1-5, Saint-Petersburg, Russia).

The Roadmap has been signed on implementation of Ukrainian-Russian cooperation program in the exploration and peaceful use of outer space 2012-2016 (October 15, Kaluga, Russia). The Memorandum of Understanding between the State Space Agency of Ukraine and the Federal Space Agency (Russian Federation) has been signed on cooper-ation in utilization of national space remote sensing assets for civil purposes (October 15, Kaluga, Russia). The Memorandum of Understanding between the State Space Agency of Ukraine and the Federal Space Agency (Russian Federation) has been signed on cooper-ation in the field of rocket and space industry.

The European Union

During March 21-22, the delegation of SSAU and Ukrainian space enterprises visited Harvel (UK) to hold the consultations with the UK Space Agency on joint design and development of light-class launch vehicle.





The Ukrainian-European Working Group on cooperation in the field of space identified three research areas of mutual interest to Ukrainian and European researchers: GMES services for the agriculture; lightweight materials and coating technologies for space purpose; methodologies and technologies for active removal of space debris. These topics were included by the European Commission in a special section of the Work Program of the last Call for space of the Seventh Framework Program for Research and Technological Development (FP-7), which had been announced in July 2012. After evaluating the proposals submitted to the Call the following project proposals involving Ukrainian research organizations have been selected to be funded: Small Probes for Advanced Research Mission (SEAM); Strengthening security at Low Earth Orbits Using Ion Beam (LEOSWEEP); New Ultralight Thermal Protection System for Space Multipurpose Systems (LIGHT- TPS). Overall, Ukraine ranks 3rd among the countries, which are not members of the EU (after Russia and the U.S.) under the number of project participants in FP-7 Space Program.

October 3, Naples (Italy). Within the International Astronautical Congress the Chairman of SSAU Y. Alekseyev held a meeting with the Head of German Aerospace Research Center Dr. J. Woerner to discuss the issues related to bilateral cooperation.

November 15-16, Larnaca (Cyprus). SSAU representative attended the Second Conference on Space Research under the Seventh Framework Program (FP-7).

In 2012 SSAU approved the wording of the Association Agreement between Ukraine and the European Commission for further initialing.

The Commonwealth of Independent States

January 3, 2012. The Cooperation Plan between the State Space Agency of Ukraine and the National Space Agency of the Republic of Kazakhstan 2012-2013 has been signed, providing extension of cooperation in such areas as the implementation of projects in the field of launch services, remote sensing, scientific space research, development of new space technology, train-ing and professional development of the space sector experts.

April 2-4, and May 30, 2012. The consultations with the delegation of the International Committee for the International Global Monitoring Aerospace System (IGMASS) implementation have been held in Kyiv in order to discuss the issue of attracting SSAU to practical way of implementing the project. Within September 3-7, 2013 the IV International Symposium Space and Global Security of Mankind have been held in Yevpatoriya, demonstrating the main results of IGMASS system design and its major elements.


June 21, 2012. Moscow (Russian Federation). The Co-Chairs of Ukrainian-Russian Subcommittee on cooperation in the space industry of the Committee on Economic Cooperation of Ukrainian-Russian Interstate Commission held a meeting to review issues of Ukrainian-Russian cooperation in the space sector.

June 27, 2012, Kyiv. The Program of Ukrainian-Russian Cooperation in the Exploration and Peaceful Use of Outer Space 2012-2016 has been approved. The signing ceremony took place during the 9th Session of the Committee on Economic Cooperation of Ukrainian-Russian Interstate Commission.

November 21-25, 2012. The 38th Session of the Interparliamentary Assembly of the CIS member states took place in St. Petersburg (Russian Federation) attended by SSAU Chairman Yuriy Alekseyev.

North and South America

Fulfillment of commitments under the international Treaty between Ukraine and the Federative Republic of Brazil for Long-Term Cooperation on the Utilization of the Cyclone-4 Launch Vehicle at the Alcantara Space Center was continued. On March 19, 2013 the delegation from the Brazilian Space Agency and the Institute of Space and Aeronautics paid a visit to SSAU in order to discuss promising directions for enhancing cooperation in the space sector. On April 10, 2012 the consultations have been held with the delegation of Camargo Correa company (Brazil).

Regular meetings of the Board of Binational Company Alcantara Cyclone Space were held in April in Brasilia, and in July in Kyiv. During July 30 August 3, 2012 Brazilian delegation headed by the Minister of Science and Technology of Brazil Marco Antonio Raupp and President of the Brazilian Space Agency (BSA) Jose Raimundo Braga Coelho paid a visit to Ukraine.

May 16, 2012. The SSAU Chairman Y. Alekseyev held a meeting with Deputy Assistant Secretary of U.S. Department of State - F. Rose to discuss ways of deepening Ukraines participation in the international initiatives in the field of space activities, including preparation of the International Code of Conduct for Outer Space Activities.

August 10, 2012. U.S. delegation led by Senator of Congress Richard Lugar visited the State Enterprise Pavlograd Chemical Plant, to examine the progress of solid rocket propellant disposal from intercontinental ballistic missiles SS- 24 and the Disposal Facility for empty engine cases, constructed at the expense of technical assistance of the United States of America.

August 27-29, 2012. The delegation of Mexican Space Agency paid an official visit to Ukraine to hold consultations at SSAU premises and visit the space enterprises in Kyiv and Dnipropetrovsk.

October 3, 2012. The Chairman of SSAU Y.S. Aleksyeyev held a meeting with the President of Canadian Space Agency Steve MacLean at the International Astronautical Congress in Naples (Italy).

Middle East and Africa

January 15-19, 2012. The delegation of SSAU paid a visit to Algeria in order to identify promising areas for initiation of cooperation.

Within April 30 May 3, 2012 the delegation of SSAU visited the Republic of Sudan (Khartoum city) to coor-dinate the ongoing cooperation issues, including an agreement on cooperation in the field of space. The delegation of the Ministry of Science and Communications of the Republic of Sudan came to Kyiv for September 25-29. During the meeting the parties discussed implementing of joint projects. The Agreement between the Government of Ukraine and the Government of Sudan on Cooperation in the Exploration and Peaceful Use of Outer Space has been signed on September 27, 2012.

Asia-Pacific Region

February 1, 2012. The consultations have been held in Kyiv between delegations of Korean Aerospace Research Institute (KARI) and SSAU with regard to the prospects of bilateral cooperation.

February 7, 2012. The Chairman of SSAU Yuriy Alekseyev held a meeting with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Mr. Toichi SAKATA. The Parties agreed on the visit of Japanese experts delegation to Ukrainian space industry companies in order to identify promising areas of cooperation.

Meetings between SSAU officials and delegation of the University of Tokyo (Japan) took place on June 18 and December 17 in Kyiv. The main topic of the meetings was to study the possibilities of cooperation activities in monitoring contaminated areas around Chernobyl and Fukushima nuclear power plants.

The delegation from Japan paid a visit to Ukraine during July 4-7, represented by delegates of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) and the Japanese Aerospace Exploration Agency (JAXA). The Delegation also visited the space companies located in Kyiv, Dnipropetrovsk and Kharkiv.

July 1-3, 2012. The joint meeting of Ukrainian-Chinese Working Group consisting of representatives of SSAU, China National Space Administration, enterprises, institutions and organizations of the space industry of Ukraine and China was organized in Dnipropetrovsk.

The delegation of the Peoples Republic of China paid a visit to the National Space Facilities Control and Test Center (Yevpatoriya) on July 6, with a goal to study the NSFCTC activities and further explore the possibilities of Ukrainian-Chinese cooperation in the exploration of the moon and deep space.

The second meeting of Ukrainian-Chinese Subcommittee on Cooperation in the Exploration and Peaceful Use of outer space was held on October 14, 2012 in Beijing (China). The meeting resulted in signing a protocol amending the Program of Ukrainian-Chinese Cooperation in the Space Area for 2011-2015.

December 11, 2012. In the framework of the state visit of President V. Yanukovych to the Republic of India, the SSAU Chairman Yuriy Alekseyev held a meeting with ISRO Chairman K Radhakrishnan.
