On August 11, 2004 the Chamber of Deputies of the National Congress of Brazil ratified the Agreement between Ukraine and the Federative Republic of Brazil on long-term cooperation
in LV Cyclone - 4 utilization at the Alcantara Launch Center.
Ukrainian space branch delegation, headed by NSAU official representative Mr. O. Serdyuk arrived to Brazil at the beginning of the work of the Chamber of Deputies. Ukrainian delegation members held a number of meetings and presentations together with Ukrainian Embassy representatives. During these activities Brazilian Party was given the detailed information on Joint Project realization and Ukrainian Party agreements fulfillment.
In particular, Ukrainian delegates handed over copies of NSAU Director General letters for Heads of both Chambers of the National Congress and Minister of Science and Technology of Brazil during the meeting on July 27 at the Environment and Special issues Department with the Head of Sea, Antarctic and Space Division, Mrs. Maria Theresa Pessova.
On July 28 for newly formed BSA Management NSAU made a presentation, which excited a great interest.
On August 4, according to instructions by the Head of the Chamber of Deputies of the National Congress Ukrainian delegation met with his Deputy and International Issues Advisor.
The recent week, Ukrainian President received a letter from the President of Brazil concerning Ukrainian-Brazilian space cooperation. In his letter, Mr. Silva expressed his confidence that Brazilian National Congress will do its best to consider this issue as soon as possible.
The ratification of the Agreement by the Congress will allow establishing Alcantara-Cyclone-Space Joint Venture to start practical works on ground infrastructure construction.
The Agreement between Ukraine and Brazil defines conditions of the long-term cooperation on development of the Cyclone-4 Ground Complex at the Alcantara Launch Center and providing of commercial services and services in the interests of both Parties Space Programs.
On February 24, 2004 The President of Ukraine signed the Law on Ratification of the Agreement between Ukraine and the Federative Republic of Brazil on long-term cooperation
in LV Cyclone - 4 utilization at the Alcantara Launch Center. The Supreme Council of Ukraine approved the Draft Law on February 4. The Agreement itself was signed in October 2003, during Ukrainian President Leonid Kuchma visit to Brazil.
Cyclone-4 Space Rocket Complex is being developed by SDO Yuzhnoye in cooperation with SE YuzhMash and JSC Khartron. Its mission is to accomplish launches of rocket carriers from Brazilian Alcantara Launch Center at LEO, MEO and GTO. Cyclone-4 SRC is developed on the basis of Cyclone-3 SRC and is the most up-to-date and powerful launch vehicle.
Brazilian Alcantara Launch Center also has a number of advantages comparing to other launch centers. Its Equator close location allows enlarging of the payload weight by 30-40% due to Earth complement rotation velocity.
