The National Space Agency of Ukraine has reached an agreement with the Export Agency of Canada (Export Development Canada) about the crediting of the national enterprise Ukrkosmos to finance the development of the National communication satellite system with the own communication and broadcasting satellite.
The total amount of financing: 254,6 million USA dollars
The term of financing: 10 years
The credit is given against state guarantee.
In the framework of the National communication satellite system development it is provided to fulfill such works:
- to produce the satellite and to carry out the whole cycle of the ground and orbital testing;
- to accomplish the launching of the satellite by the launch-vehicle Zenit-3SLB including the insurance of the launching;
- to unfold the ground control satellite infrastructure;
- to prepare the central teleport and the ground infrastructure of the users of communication satellite services to use satellite resource;
- To accomplish the works concerning the frequency-orbital supplying and the international coordination of the satellite networks.
The chief contractor of the works is the MacDonald Dettwiler & Associates Company (Canada). The launching of the satellite is planned to realize in 2011. The planned date of the project payback is 8-9 years.
The MDA Company is the leading world producer of the useful load for the telecommunication satellites and Earth remote sensing satellites. The company has the experience in developing of telecommunication satellites on the platform of satellites manufactured by the leading world producers. The manning level is nearly 3,2 thousand workers. The assets of the company are 1,467.408 thousand USA dollars. The USA MDA Company has own offices and enterprises in Canada, USA, Great Britain and Ireland.
In the framework of the project it is planned to produce and carry the satellite into orbit position 38,2º of the eastern longitude. The satellite will provide the work in to frequency ranges Ku and Ka. In the Ku frequency range the satellite will have 16 active transponders and in the Ka frequency range the satellite will have 4 active transponders. The satellite will provide broadcasting and fixed satellite services and the satellite television transfer including the high accuracy television, access to the information networks, multimedia services and the work of the corporative and departmental VSAT-networks.
The services will be provided in servicing expanded zone which will include Ukraine, Belarus, the Baltic States, Poland, Czech Republic, Slovakia, Romania and Moldova. The planned satellite’s operation life is not less than 15 years. The launching of the satellite will be by the launch-vehicle Zenit-3SLB from the Baikonur space center. The satellite operation will be from the territory of Ukraine. The operation stations will be served by Ukrainian personal.
The National communication satellite system development is realized under the Cabinet of Ministers of Ukraine Regulation of 3.05.2007 #696. In accordance with the Cabinet of Ministers of Ukraine Regulations of 10/04/2009 # 448 and of 1/07/2009 # 718 the state guarantees are planned to be given in 2009 for realization of the National communication satellite system development project.
