03.12.2009. On November 24, 2009 establishment of the Public Enterprise (PE) for Special Engineering “Arsenal” (PE SE “Arsenal”) on the basis of SE “Arsenal” plant and CDO “Arsenal” was completed. This will allow making a rescue of “Arsenal” from invasion on the land, privatization and bankruptcy.
On December 2, it was declared by Deputy Director General of the National Space Agency of Ukraine, Mr. Viktor Kryvenko, during the press-conference at UNIAN.
”10 days ago the SE “Arsenal” plant was included to the Unified State Register of Legal Entities. Basically from this day there is a unified legal successor for all debts, rights, property of former plant and design office – Public Enterprise for Special Engineering “Arsenal”, - said NSAU Deputy Director General, Viktor Kryvenko, at the press-conference, dedicated to unification of “Arsenal”.
”Today, the enterprise is already functioning with a status of public entity. This is the most secured status in the state. It’s not regulated by the Law on renewal of financial solvency of the debtor; other words the bankruptcy procedures cannot be initiated in this case. All staff is transferred to the new entity, there will be no professional fired”, - added NSAU Deputy Director General, Mr. Kryvenko.
At the same time “public enterprise” status protects from raider attacks on property complex of the enterprise.
”Today, compulsory acquisition of property whether its divestiture or privatization within a single property complex, is becoming impossible”, - explained Director-General Designer of the newly-established PE SE “Arsenal”, Mr. Mykola Lykholit.
Also, Viktor Kryvenko disproved the lashes of certain people saying that by means of the business merging of two enterprises it is in fact intended to eliminate “Arsenal” and fire out its staff. After merge case all the employees of SE “Arsenal” plant without any exception have been taken on to the staff of PE SE “Arsenal”.
”No professional worker will be fired”, - underlined NSAU Deputy, Viktor Kryvenko.
”All social guarantees, offered to employees of former CDO “Arsenal”, which is now PE SE “Arsenal”, will be applicable for every employee of the unified enterprise”, - explained the head of PE SE “Arsenal” trade union committee, Mrs. Galina Golovynska.
”All the claims and attempts to interfere the merging are taking place solely because of a serious engagement on the part of former administration, which is willing by controlling the plant to complete the process of alienation of state property. Everyone who opposes the merging for the present moment basically support in their actions those destroying the plant for all this time, leading it to a bankruptcy and now trying to finish it off in political battles”, - emphasized Mr. Kryvenko.
V. Kryvenko also recalled that currently the enterprise is still trying to return in courts 42.5 thousand sq.m. of manufacturing facilities alienated with assistance of previous administration of SE “Arsenal ” plant.
