На 20-летие Независимости Украина будет иметь на орбите собственный спутник связи

The National Space Agency of Ukraine reached an agreement with the Export agency of Canada about the credit extension for the State Company Ukrkosmos in total 254,6 million USA dollars on developing of the National communication satellite system with own communication and broadcasting satellite. The NSAU Director-General Olexander Zinchenko announced about this on the press-conference at the Government House.

According to Zinchenko the credit will be given against the Government security within 10 years on minimal percents. The order of repayment is every 6 month by 14 regular installments beginning from the 4th year of crediting, in other words, it is given a payment by installment of the principle sum of the credit for 3 years” – he announced.

Olexander Zinchenko named a great success of the Ukrainian negotiation group to obtain the 100% credit under the launching of the first communication satellite in conditions of the world financial crisis. According to him it is a customary practice to cover by credit money only 85% of the project cost.

Olexander Zinchenko informed that in the framework of the development of the National communication satellite system it was provided to accomplish such main works:

to produce the satellite and to conduct a full cycle of the ground and orbital testing;

to realize the launching of satellite by Ukrainian launch-vehicle Zenit-3SLB;

to unfold the satellite control ground infrastructure;

to prepare the central teleport and ground infrastructure of the communication satellite services users to use the resource of the satellite;

to finish the works on frequency-orbital provision and international coordination of satellite nets.

He also underlined that the launching of communication satellite would be on September, 2011. It will be a present on the occasion of 20th Anniversary of Ukraine’s Independence. Besides, the satellite launching on September, 2011, will allow providing a considerable part of telecommunication tasks of the Euro-2012. “The much of servicing the telecommunication tasks of the Euro-2012 we could take on service of the national satellite system, presenting neither money, nor technological opportunities in this project to anybody” – Olexander Zinchenko stressed.

According to him the main prerogative of this project is the satellite control will be realized from the territory of Ukraine, and the control stations will be served by Ukrainian personal. In addition, the term of satellite operation is determined for not less than 15 years.

Olexander Zinchenko stressed that the first Ukrainian satellite was the “extraordinary progressive technological construction”, which would provide the services of broadcasting and fixed satellite offices, as well as television and radio signals transfer, access to information networks, multimedia services and the work of the corporative and departmental VSAT-networks.
