As to the publication of the New York Times and the International Institute for Strategic Studies
 


    Regarging the publication of The New York Times of August 14, 2017 "North Koreas Missile Success Is Linked to Ukrainian Plant, Investigators Say " and the International Institute for Strategic Studies " The secret to North Koreas ICBM success", the State Space Agency Ukraine reports the following.

    Since its independence, Ukraine has clearly defined its commitment to peace and disarmament by renouncing nuclear weapons, strategic missile weapons and strategic military aviation. Ukraine, as a participant of the existing international non-proliferation regimes, maintains the position of preventing the proliferation of weapons of mass destruction, and, as a party to the four United Nations Treaties on Outer Space, adheres to the principles of peaceful use and exploration of outer space for the benefit and in the interests of all states, irrespective of their degree of economic or scientific development, without discrimination of any kind, on a basis of equality and in accordance with international law, facilitating and encouraging international cooperation.

    The policy of Ukraine is aimed at strict compliance with all international commitments undertaken, in particular, within the framework of the Missile Technology Control Regime (MTCR). Moreover, in the framework of cooperation in the field of research and peaceful use of outerspace, Ukraine has not violated and does not violate the requirements of the MTCR Guidelines.

    In accordance with the Law of Ukraine "On Space Activities" and under the regulatory legal acts of Ukraine on state control over international transfers of military and dual use goods, SSAU, within its authority, monitors the compliance with restrictions on international transfers of goods in the course of the export, import and re-export of space technology and space technologies by the entities of space activity of Ukraine, as well as their temporary export outside of Ukraine or temporary import into Ukraines territory, transit through the territory of Ukraine.

    In accordance with the Law of Ukraine "On Space Activities" and within the framework of the regulatory legal acts of Ukraine on the issues of state control over international transfers of military goods and dual use, SSAU, within its powers, controls the compliance with restrictions on international transfers of goods when the subjects of space activities of Ukraine export , Import and re-export of space technology and space technologies, their temporary export outside Ukraine or temporary importation On its territory, transit of Ukraine's territory.

    To date, Ukraine does not implement a single space project with states that are not members of the MTCR, which provides for the transfer of goods of category I.

    In view of the above, any allegations of transfer of goods or technologies to the Democratic People's Republic of Korea by entities of space activities of Ukraine, which could contribute to the development of ballistic programs, are absolutely unfounded.
